Because to TMG ANY tag put in the birth group is a birth tag. I have a
BIRTH-IMG tag that I use for recording the image of the birth certificate in
TMG. If I only create this tag, it will create a birth for the person. The
reason I have it in the birth group is so I can copy the birth tag, with all
its data, then change the tag type (you can't change tag types from one
group to another) and then attach the image.
While it seems illogical, that is how the program works. So if you don't see
it as logical, create a baptism tag in the OTHER group and use it instead.

How a baptism can be considered a birth is illogical to me even if the tag
resides in the birth group.
