Minnie Lee Smith Frederick, of Oak Ridge,

Minnie Lee Smith Frederick, a longtime resident of Oak Ridge, died Tuesday,
Feb. 24, 2004, at Methodist Medical Center of Oak Ridge. Mrs. Frederick would
have celebrated her 100th birthday on Feb. 28. Born in Newton County in
Mississippi, she was the daughter of Absolom William Smith and Nancy Bernetti Gibson
Smith. Mrs. Frederick was a homemaker and a Baptist. She has been a member of
the Order of the Eastern Star No. 390 for over 50 years and had been active
with the Oak Ridge Women's Club. Her family said she loved gardening and
flowers, was an excellent cook and was an avid fan of the Atlanta Braves. In addition
to her parents, she was preceded in death by two brothers, J.V. Smith and
Vardaman Smith; six sisters, Ethel S. Edwards, Ruth S. Bruce, Maud S. Edwards,
Nelia S. Edwards, Virgie S. Killiam and Lorene S. Fisher; her husband, Herbert
Paul Frederick, in 1992; a son, Herbert Lee Frederick, in 1983; and a
son-in-law, Earl Lee Price, in 2002. Mrs. Frederick is survived by her daughter, Emily
Rose F. Price, of Knoxville; her former daughter-in-law, Betty Frederick
Sowell, of Albuquerque, N.M.; and by four grandchildren, Stephen Price and wife,
Mary, of Knoxville, Stuart Price and wife, Suzanne, of Dayton, Ohio, Nelia
Katherine Frederick of Albuquerque, and Connie Frederick Colvin and husband,
Denton, of Ruidoso, N.M. She is also survived by seven great-grandchildren, Jason
Price and wife, Sarah, of Knoxville, Clinton Price, a student at East Tennessee
State University, Amanda Price, a student at the University of Tennessee at
Knoxville, Christie Colvin and Emily Colvin, both of Ruidoso, and Jacob Price
and Julia Price, both of Dayton; and by several nieces and nephews. An Eastern
Star service, led by members of chapter No. 390, will be at 10:30 a.m.
Saturday, Feb. 28, 2004, in the chapel of Weatherford Mortuary. The funeral will
follow with the Rev. Dr. Larry Dipboye officiating. Burial will be at Anderson
Memorial Gardens. The family requests that any memorials be in the form of
contributions to Duke University Medical Center, Cancer Research, P.O. Box 3828, 512
S. Mangum St., Durham, NC 27710 or Gideons International, P.O. Box 4213, Oak
Ridge, TN 37831-4213. The family will receive friends from 10 to 10:30 a.m.
Saturday at the mortuary.

Gary R. "Dick" Handley, 62, of Oak Ridge, died Wednesday, Feb. 25, 2004, at
his home, after a long battle with cancer, with his wife, Lynn, by his side.
Mr. Handley began work at the Y-12 National Security Complex in 1965, following
a stint in the U.S. Air Force and undergraduate training in nuclear
engineering at the University of Tennessee. During his 37 years tenure at Y-12, he rose
to senior staff engineer and deputy manager of the Nuclear Criticality Safety
Department. Over the years, he gained many friends in the nuclear criticality
safety community, both locally and nationally. His family said he was highly
regarded and respected by his peers. According to his family, Mr. Handley would
frequently recount stories to younger engineers about the "old days" in Oak
Ridge. As a young engineer in the mid-1960s, he regarded Dr. E. "Charlie" Crume
as his mentor and would consult with him throughout his career, his family
said. He grew up in the nuclear field with Howard Dyer, Calvin Hopper and
Richard Taylor, all of whom he regarded as friends and well-respected colleagues. In
more recent years, Mr. Handley served as the senior engineer and mentor to
beginning nuclear critical safety engineers in the Y-12 NCS Department.
According to his family, he was especially proud of the accomplishments of Susan
Turner and took great delight in watching the professional maturity and
achievements of Allan Krass at Oak Ridge National Laboratory. His family said he always
provided thoughtful and helpful insight into nuclear criticality safety issues,
both to beginning and senior level engineers. His family said in recent
years, Mr. Handley and his good friend, Dr. Kenneth Lewis, often held many fruitful
discussions about nuclear projects of major impact to Y-12 and to the nation.
His chief concern was always the safety of fissile material workers and
operations and he invariably staunchly defended this position throughout his
career. According to his family, he was a great asset to the Y-12 National Security
Complex and to the Nuclear Criticality Safety community as a whole and will be
greatly missed. He was a member of Kern Memorial United Methodist Church and
his family said he loved his church family, especially the pastor, Mark Flynn.
In addition to his wife, he is survived by his mother and stepfather, Anna
Mae and Les Cornell of Proctorville, Ohio; three daughters, Kathryn Handley of
Des Moines, Iowa, Anna Handley, a senior at Oak Ridge High School and Cherry
Mitchell of Centerville, Va.; and by his stepson, Michael Tipton, who he
considered to be his son, and his wife, Donna, and their two children, Hunter and
Zachary, all of Taylorsville, Ky. Danuta Carmichael and Eleanor and Jim Helton
are considered special friends. His family said his life will go on in the minds
of his loved ones. The funeral will be at 2 p.m. Saturday, Feb. 28, 2004, at
Kern Memorial United Methodist Church with the Rev. Mark Flynn officiating.
Burial will follow at Oak Ridge Memorial Park. The family requests that any
memorials be in the form of contributions to Kern Memorial United Methodist
Church, 451 E. Tennessee Ave., Oak Ridge, TN 37830. The family will receive friends
from 6 to 8 p.m. Friday at Weatherford Mortuary.

Ruth Ellen Baxendale, 77, of Oak Ridge, died Wednesday, Feb. 25, 2004, at
Methodist Medical Center of Oak Ridge. Born April 13, 1926, in Rockwood, she was
the daughter of Tom and Nora Vincent. In addition to her parents, she was
preceded in death by her husband, Albert "Al" Baxendale, on May 18, 1982. Mrs.
Baxendale is survived by three sons, Richard Baxendale and Johnny Baxendale, both
of Oak Ridge, and Robert "Mickey" Baxendale and wife, Sherry, of Chattanooga;
her sister, Dorothy Vincent, of Rockwood; two granddaughters, Tracy
Higginbotham and Stephanie Baxendale, of Chattanooga; and her great-granddaughter,
Kaley Hunter Higginbotham, of Chattanooga. The funeral will be at 8 p.m. Thursday,
Feb. 26, 2004, at Weatherford Mortuary with the Rev. John Pair officiating. A
graveside service will be at 2 p.m. Friday at Oak Ridge Memorial Park. The
family will receive friends from 6 to 8 p.m. Thursday at the mortuary.

Maxine W. Clement, 81, of Oliver Springs, died Tuesday, Feb. 24, 2004, at the
Life Care Center of Morgan County. Born March 26, 1922, in Linden, Fla., she
was the daughter of James Whidden and Jevie Hooten Whidden. She moved to
Oliver Springs in 1993. She was a retired bookkeeper and a member of Kingdom Hall
of Jehovah's Witness and she attended the Oak Ridge Congregation. In addition
to her parents, she was preceded in death by her husband, Jack Clement. Mrs.
Clement is survived by her daughter, Vicki Hill, and her sister, Joyce Setcer,
both of Oliver Springs. A memorial service will be at 7:30 p.m. Saturday, Feb.
28, 2004, at the Oak Ridge Congregation, Kingdom Hall of Jehovah's Witness,
with Eugene McNabb officiating. Sharp Funeral Home in Oliver Springs is in
charge of arrangements.

Debra A. Phillips, 50, formerly of Oak Ridge, died Monday, Feb. 23, 2004. She
was preceded in death by her father, Richard Reed. Mrs. Phillips is survived
by her husband, Tod; two daughters, Lara and Kimberly; her mother and
stepfather, Phyllis Phillips and Richard Reed; four sisters and brothers, Barbara
Cooksey and husband, Milt, Richard Reed Jr. and wife, Susan, Mike Reed and Nancy
Thomas and husband, Sam; her stepsister, Tracey Marsh and husband, Kenny; and
by her stepbrother, David Phillips and wife, Deborah. The funeral will be at 11
a.m. Saturday, Feb. 28, 2004, at Novi United Methodist Church in Novi, Mich.
The family requests that any memorials be in the form of contributions to the
Breanna Strange Fund, 41671 10 Mile Rd., Novi, MI 48375. The family will
receive friends from 1 to 4 p.m. and 6 to 8 p.m. Friday, Feb. 27, at
O'Brien/Sullivan Funeral Home in Novi.
