I support your conclusions. Here is a little bit of evidence:

Pg. 90 - Tobias WHITEHEAD has permission to pass through the Cherokee
Nation to Franklin County in the state of Georgia conducting himself
with propriety. R. J. Meigs So W point 1st Jany 1802
Tobias, Jacob, William and Archibald WHITEHEAD all went to Lincoln
County from Franklin County, Ga starting about 1805. Perhaps Tobias was
making the 1802 journey to buy land. Other Franklin county families
with ties to the WHITEHEADS went also (William SMITH, Richard DOWNS)

Ordered by the Court that Tobias WHITEHEAD be released from the
payment of the value of a stray mare by him posted and proved, away
before time ran out.

Tobias WHITEHEAD records his stock-mark, a slit and under-bit and
over-bit in the left ear, and a slit and under-bit in the right ear.
Jacob WHITEHEAD records his stock-mark, a swallow-fork and under-bit
in the right ear, and a smooth crop off of the left ear.

the ridge road where William WHITEHEAD leaves off to the County line
