It's true that many people sold their land grants as soon as they
received them (thus you will see a referrence to "assigned to") but the
original grants were in fact, grants. In this case, the price was 1
cent per acre, so it was clearly a "grant." Since the government st
that time sold land for $2 an acre, to get it for 1 cent, I would think
surely one had to do something to qualify for it.
