I think your in the right area for Seters...
1836 Civil Dist & Tax by James L Douthat shows:
p.16
District Fifteen
No. 15th-Beginning at the north east corner of No. 14 Run northwardly on the
ridge dividing the waters of Norris and Cane Creek to the County line then
west with the County line to the ridge dividing the waters of Cane Creek and
Richland Creek then southwardly on said dividing ridge continue south on the
ridge dividing Cane and Swan Creek so as to include Wright Looney and thence
to a point west of Zach Gold's, then eastwardly with the north boundary line
of No. 14 to the Beginning the Town of Seters being designated as the place
of holding the Election.
