These look ups are being done in public records, whether they are
published or not, and unless you copy and disseminate the entire book or
a significant portion thereof, or are re-writing the book with only a
few minor changes and then claiming it as your own, it's doubtful that
an infringement of copyright has occurred. Now if you copy material from
a narrative, or other original writing, that's a different story and it
could be called plagarism. For a more detailed explanation of what can
or cannot be copied, most public libraries have the law outlined on a
sheet that is attached to their copying machines.
