Maybe this will help. If I remember correctly -- at the end of the last
rolls of microfilmed RW pension applications (M804) is a section of unmatched
papers which are also in alphabetical order. There are two microfilm publications
of the pension applications - M804 (2670 reels) above is a filming of ALL
papers, but the individual records we receive when ordering through National
Archives, are from M805 (898 reels) which is "Selected Records." Both versions of
microfilm are available at regional National Archives. They may also be
available by ordering through FHC. I know you can get copies from M804 through
National Archives but it isn't easy or cheap. You have to be very very specific
and firm with them.

I don't know who determined which papers to include in M805. National
Archives' publication on genealogical research says it "reproduces all records from
envelope files containing up to 10 pages of records, but only significant
genealogical documents from larger files are included."

If you can develop the name, address, and phone number of the appropriate
archivist in Washington, DC (usually can be obtained from your closest regional
archives), you might be better able to communicate with this person.

Good luck.
Pat
