Melissa, if William P. Davis is acting for Robert R. P. Davis (kinsman?) and
he is said to be acting as "William P. Davis, Attorney," I would not assume
that William P. was a lawyer.
While that could prove to be the case, the odds are heavily weighted toward
William holding a "power of attorney" from the pensioner to act on his
behalf. Aged pensioners frequently authorized younger family members to act
for them in pension matters.
If William P. was a practicing attorney-at-law in his community, odds are
also good that you can find confirmation of that in local newspapers
(particularly the ads), or in the county's civil and criminal case files
(where he would appear as a lawyer for many others).
