My take on this question is based on whether or not the stillborn infant had
a family identity. I have encountered families who referred to miscarriages
as "stillborn" even though there were no burials or other social treatment
of the fetus as a member of the family. In such cases, I would not include
them in the group sheet, but might make a note of the miscarriages in the
interest of preserving medical data. I have also dealt with cases of burials
of miscarried fetuses whose families remembered them with names and even
markers. I would definitely record these as individual family members. The
distinction in my mind is a matter of social identity of the unborn or
stillborn child as a family member.
