I can speak only to the box number issue. Last week I visited a regional
branch of the National Archives and there was some difficulty retrieving
the items I needed. When they arrived, I asked the person doing the
retrieving if it would be easier if I included the box number in my
citation; she thought it would. But when I asked the archivist, I was told
no -- that box numbers can change but other relevant classifying
information (i.e., record group, record subgroup, series, archival file,
and document) would remain the same.

I guess it's like books in a library -- the shelf they're located on may
change, but the number (Dewey or LoC) remains the same even when they are
reshelved in another room.
