I have looked for an obit on the newspaper archives sites (Ancestry,
GenealogyBank, NewspaperArchive) and didn't see one. I also tried searching
the Stars and Stripes archives. I may contact the Houston Chronicle
directly for an archives search since the online archives can be a bit
spotty.

Have you looked for an obituary in his hometown? That may provide a place of
death.

I haven't used that particular grave locator before (but it looks very
good!) In this case I know where he is buried. I was hoping the sexton
records would tell me where he died so that I could find a death
certificate. He was a naval officer and could have been most anywhere when
he died. He was still active duty. (He was only 26 when he died). The
SSDI doesn't say where he died or give a last residence.

None of the National Cemeteries will provide any records to individuals.

have sent them a formal request but haven't heard back yet. I was wondering
