I have a suggestion. It might take you a bit of time -- but it might work out too.
First, go to the Tromso database and use their search engine for the 1865 census to look for individuals with a given name beginning with 'Ing' (just in case she was baptised with a name actually a bit longer or spelled a teeny bit differently)
and a farm name beginning with 'Ham'...

Let the database come back with those persons that meet that combination. It just gave me 151 just a few minutes ago.
Then use your browser's page search capability to look for any "word" on the page that contains the combination "186".
Take a careful look at each female entry you find which could end up using the name Inga Hammer. Make a good list and consider each carefully.

If it were me, I'd then start looking at the locations involved and what resources might be available. If you have a hint as to when she left Norway - you check for the most likely ports of exit to each individual's birth location in the Digitalarkivet databases and scan those for the given names and patronymics that you've just chosen to put on your list from the search above. Keep narrowing it down, even if you're left with just the plodding process of elimination -- one by one.

Hammer might be a shortened name or slightly altered in spelling from it's original form too.
