Absolutely no need for an apology, I should have made my statement clear
to begin with.
Whenever something is under the criminal code it poses a different
mindset to law enforcement officials AND officers. At the time I worked
on Administrative License Revocation, DWI/DUI was not under the Criminal
Code and it was the practice of a great number of jurisdictions to
either follow them home, arrest them for a lesser charge so the
city/county would get the fine or to just write them a ticket and let
them get back in their car.
I've seen it too often, the Criminal Code is where to start the upgrade
in enforcement of our laws.
Calling for increases in fines and sentences as well will make a
difference in the long run as they serve as deterrents to those who
would think of doing such things.
I also think a program that could be brought to schools would begin to
change the outlook of younger people concerning what a grave is, making
them think of it in terms of a person and family. I have some ideas on
that but it is for a different discussion.
I'm for about ten people getting together, first on the net in email,
then presenting ideas to the list, then to formally adopt some kind of
strategy to take to Austin.
I'm trying to get you people excited about doing something, get mad at
me or something but get excited so we can get something going. I'm less
than about half smart and anyone here would be better at this than I am
so let's here some other ideas.

Sorry if this is a dupe for some, my system clock was reset by a program
I was working with and I didn't notice it. Therefore most would not
have seen this email.
