If there was no qualifying survivor entitled to payment, nothing was paid.
Example: my mom was a widow and there was no one entitled to any money when
she died (1992), thus no payment documents or listing either.

The Social Security index only covered those people who's survivors
collected the death benefit. Apparently no one made out the forms or
they didn't get processed.
