We do not sell the lot. This way people cannot resell them for a profit.
They pay to "Reserve" the space for the burial of a specific person. If they
later decide to be buried elsewhere the space reverts to the cemetery and
can be used by someone else. The price they pay is for perpetual care and
not for the actual lot.

How many people are buried there vs. how many people paid the $10 or $15?

I don't understand - what does that mean, to "reserve" a space?

Perhaps she is talking about Perpetual Care Cemeteries. We changed our
cemetery (Old Saltillo in Hopkins County) to perpetual care back in the 70's
We asked people who had family buried there to pay a small amount ( I think
it was $10 or $15 at the time) per family member buried there. This money
was put into a CD on which the principal can never be spent. The interest is
used for upkeep on the cemetery. We also charge to reserve a burial space,
(we do not sell lots) and that money goes for perpetual care. Donations,
memorials and the collection at Memorial that are not designated for
Perpetual Care are put in the working fund which is used to pay the
caretaker, buy supplies and make repairs. We have a board of Directors of 9
people who oversee the general running of the cemetery. We now have over
$100,000 in our Perpetual Care Fund.

Sorry, I have no idea about such organizations .... and I doubt the
situation
really exists as it may seem on the surface ... except in the instance of
where a party can become "owner" and take over ... with historical
cemeteries
this is not good! A few years ago several fellows in Houston tried that but
found it was too complicated legally and cost a bundle.
Cemeteries would now be under the Texas Funeral Commission; changes in the
law made last legislative session....
Folks, there is no substitute for TLC for the cemeteries of your interest.
Don't start a project you are not willing to give much attention to .... it
is
a loooooong road! It takes the hands-on approach no matter what you do.
Someone has to spearhead the project ... even with the use of [as in
Houston] you
avail yourself of the adult probation department [this, of course, is not
just
Houston but any town/county that has probationers] and the Heavy Waste Dept.
[this would probably vary with the town], someone has to be on site ... you
do
NOT give instructions to the crew, but to the supervisor ... but someone
from
the cemetery group must be on site. It's a great program if set up and
administered right ... and can be ongoing since it looks, unfortunately,
that we
will always have guys and gals getting into trouble who must work off
community
service.
