I believe I found Frank shown on the 1870 Brazoria Co census listed under "Abo Shiloah." The later censuses reflected Frank's father was born in Africa and his mother Virginia. This family in the 1870 census is the same family found in 1880 under the name "Kiser." Emma Kiser was born in VA per 1880 census and also shown as being born in VA in 1870. It appears Frank's father was Abo Shiloah and the African name became Chizer. Abo probably died before the 1880 census. Notice his brother Calvin is shown. SHILOAH became CHIZER. There are 20 marriage records for the name CHIZER in Brazoria Co, including records for Calvin and Frank, both marrying for the 2nd time.
