There is a Birth Index that begins statewide in 1903, but reporting was
sporadic. Then there are Delayed Birth Indices which are birth certificates
filed a given time after birth -- say someone born in 1888 needed a birth
certificate to apply for Social Security. They would have someone who
knew them swear out an affidavit and file a delayed report. As far as I
know, both 1903-1925 births and ALL delayed births are not available online.
There are indices at the State Archives here in Austin, but all they do
is give the information you already know -- name of person born, date,
county. They do not include the parents' names the way the online 1926-1950
births do. You would be better off ordering a birth certificate -- all you
need to know is mother's maiden name in order to access the record, and
with a record that old, they probably would not care. There would definitely
be no record for Fernando, Severa, and Silveria.

Your best bet would probably be the 1910 Census using Soundex, which you
could order from certain places -- here it would be the State Archives,
but there, an equivalent genealogical/archival location. I do not know
if the Mormon Family History Centres (which are open to all) possess
the Census and Soundex CDs but they very well may.

I tried looking under the 1900 and 1920 censuses and found no one matching
the above couple's description; no Severa PEREZ, no Francisco PEREZes in
Cameron County with a daughter named Virginia. In 1900 there was an 11
year old boy with that name, born Apr 1889 working as a servant -- which
would have made him 18 in 1907. A bit young to be a father then, but of
course not unheard of.

In addition, if Francisco were living with an older brother, cousin, father,
etc. with the same last name the index would only reflect the name of the
head of the household.
