The 1890 census exists for those who were still living that census year and
who had served in the Union Army. Nearly every State in existence in 1890
has such a census, and many indexes have been published.
I suggest that one check with catalog of the largest genealogical library in
his/her state to see if there exists in that State a published index.
As you can imagine, some States have a LARGE index to such a census--New
York, for example, where I found listed my *missing* German [a US Army veteran],
whose divorced wife and first four children resided in Texas!!!!
I do not know what *three things* were required to appear in the 1890
census. I have named two that I know of: 1) You must be living in 1890 2) You
must have served in the Union Army
Perhaps the third item is you have to be found by the census-taker!!!!
Always a difficult one!!!
For Texans, I suggest checking the online catalog of the Clayton Library or
the San Antonio Public Library; perhaps the Rosenberg Library in Galveston.
Or, for anyone, the Family History Library catalog at _www.familysearch.org_
(http://www.familysearch.org) - on the right side of the opening screen.
