forwarding them, but I suggest that anyone interested in becoming a friend
of the Cemeteries in New Braunfels contact David Hartmann, New Braunfels
Historic Landmark Commission Chairman,
or Kathleen Krueger, City Councilwoman, at
Do NOT send them to me. I am sincere, but I do not get things accomplished
by being positive and polite. I am removing New Braunfels from my neglected
cemeteries website on the internet.
It is inappropriate for me to make these posts to the mailing lists, and I
have given David instructions to subscribe. I have also sent him a list of
email addresses I collected of interested people, as requested.

Dear Kathleen,
I have written to city council members requesting that they consider and
approve all recommendations of the appointed Cemetery Committee and Park's
Board. In each letter I stressed that all were in agreement that such must
be adopted by City Council in order to preserve these two historic sites.
I also wrote Sarah Reverley asking that she forward my letter to her to all
on her website so that they might in turn contact the city council. I
requested that whatever is said be kept sincere, positive and polite.
One thing I did mention in Councilman Zapata's letter was that I personally
contacted the Catholic Archdiocese that stated all jurisdiction was under
the their direction; however, the committee and Park's Board insisted that a
"Friends of the New Braunfels Cemeteries", a 510C3, needed to be formed in
the future in order to protect all historic cemeteries.
You have worked very hard to promote efforts for the cemeteries and assist
in solving the long-standing problems of the past. It is with hope that all
members of city council will vote in favor of passing all recommendations of
the Cemetery Committee and Park's Board. As an aside, I also mentioned in
each letter that the entire committee would assist the city staff and city
attorney in writing all necessary ordiances that might be required, thus
alleviating any strain on any department. We will all be there tomorrow
night to answer any and all concerns for council.

Thank you for all of your important work thus far, David. I am confident
that we will be successful in establishing this committee tonight and
getting it off the ground. The only question might be exactly who appoints
this committee. It appears the consensus is that it be a sub-committee of
the Parks Board, appointed by the Parks Board Chairman. Do you have any
particular thoughts about this? For my part, I am less concerned about who
appoints than that it happens and moves forward!

Dear Sarah,
After many years of hard work, concerned citizens and relatives of the first
settlers will have a cemetery ordinance. Now we must make sure that ordiance
is written correctly so that it will have the necessary teeth. Personally, I
have been trying to get this done for twenty years.
Also, I must thank all the "friends of the cemetery" who flooded city
council with emails these past two days. Council commented that they needed
to do the right thing so that the problems could be put to rest. Also,
please thank them all for requesting that I be made chairman. I need for
everyone to know that I am not actively seeking any new position. I don't
think the new city manager, Morrison, likes anyone who rattles cages.
However, I am about to announce to numerous people that he works for the
people, we do not work for him... at least that is what the constitution
dictates.
Can you link me with all your email people just in case we need to get their
assistance again if things do not go according to necessary plans?

Thank you for your tremendous support last night. While all did not go
according to all our wishes, we did get to second base so-to-speak.
Now I need your advice. As we left, staff mentioned that Mr. Morrison did
NOT want city council electing members to a cemetery commission... in fact,
he did nt want any of this to happen. I again was shocked that anyone would
intervene on a request from the people. I am thinking about asking for an
appointment with him to clear up any misgivings on either side; however, he
has not been receptive to me in the past. I am not too sure that such a move
would hinder or help at this point. However, as I have stated to you
before,staff works for the citizens and not the other way around.
As a consequence of the above, I am extremely cautious and concerned that
when the city attorney writes the ordinance, it will be of little use to the
cemetery commission. As I have stated before, New Braunfels must write a set
of ordinances patterned after San Marcos where preservation efforts for
cemeteries have worked very successfully. In fact, I passed the San Marcos
cemetery last week and they are erecting a decorative iron fence at the
entrance. I am driving there to meet with whomever to see how that was done
and exactly who paid for it... a community organization or the city.
In closing, I again echo concerns with reference to all the above. I will
tell you candidly that some staff at city hall need to be advised by council
to watch and wait for council to make all the decisions regarding all
things. There are growing numbers who are becoming increasingly dissatisfied
with some making comments regarding what they want as opposed to what tax
payers want. These past forty years, I have seen the people take care of
that kind of problem themselves by flooding city hall, making their demands
heard loud and clear... like the last two thoroughfare plans. Unfortunately,
such a problem must become Council's burden to handle and correct... not an
enviable situation.
Please know that I am requesting from the city attorney a copy of his
written ordinance before it goes to council. Too often have I seen things
passed... in good faith... to find later that a rug had been pulled out from
under everyone. This I assure you is not going to happen with this cemetery
matter. In addition, I am calling yet another meeting of the appointed
Cemetery Committee to clarify all positions, desires, questions, concerns,
et.al.
On a not too lighter side... Hartmanns were all Prussians. We are know never
to give in.
