I disagree with Sharon that he came through New York. The UP/SP
railroad was completed in 1867. So land travel across from NY ro SF
would still be long and difficult. Probably he sailed from London
direct to SF either around the Horn or via the Isthmus of Panama (no
canal and change of ship)

With this in mind, does anyone know what port he may have come through?
Then, if we know the port, would anyone know where he may have filed his
intend and/or naturalzation papers?

What port he arrived at has nothing to do with where he was naturalized.
He would be naturalized in the area where he resided if and when he
became a citizen. My grandfather came in through Buffalo NY in 1882 and
was naturalized in MA in 1915.

Check each census to see when he was naturalized and look where he was
then.
