Although I live over 100 miles from Suisun Bay, I pass by there frequently. What is there is the "Mothball Fleet." I can't say if the Muir is among the many military and some civilian ships moored there, but these are mostly relics waiting to be sold for scrap. Some have been used for grain storage in the past. None are easy to photograph except from a boat. Perhaps you will get
a response from a local there, however, the population in Suisun is quite small. Sorry I can't be of more help.
