I always thought there was a difference between the federal and state
government level? These 'state dept. transcripts' are at the state level,

Are these records at the state level, meaning each State's department kept
them. Or do you mean records of THE State Department (federal government).
Either way, how does one gain access to the records? Thanks for any info.
