I am not a NY harbour expert so have copied the list on this so they can
give you more details on what being outside the Bar is.

As for the other questions -- I would say, yes, the ship encountered some
bad weather off Newfoundland and spent 15 days in that area in bad seas. In
company with the Edith I am sure just means that both of the ships were in
the same area.

I tried looking for some account or report on the bad weather but did not
find anything.
