Hi Norma,
I can't actually answer your query, but I was very interested in Workhouse
masters generally.
My greatgrandfather, Charles John MOSS was the Master at Maidstone Union
from about 1868 till the end of the century.
It seems that the "calling" ran in families. His father, two brothers,
brother-in-law, nephew and own son were all Masters at Alton, Alresford,
Bridgewater, Rochford, Essex, Christchurch, Strood/Chatham and Faversham,
respectively.
I don't know what form of nepotism went on! I can't say it was a job to
be envied.
Does anyone know the name MOSS in this connection?
