Hi Emma,
It is just possible that his birth was not registered through the civil
registration system. Up until 1874 registration was not compulsory and many
people felt it wasn't necessary. In the early years as many as 30% of births
could have gone unregistered - but no-one knows for sure.

I would suggest the parish registers may be worth consulting. The registers
up to 1925 have been deposited at Gloucester record office with copies also
at the Society of Genealogists in London.

It is possible that he did not know whether or not his father was alive when
he married - perhaps father had abandoned them.

As he was in Surrey by 1881, he may well have been out of Cirencester
shortly after 1851 - did his mother have any family in Surrey? I'd suggest
you check the 1871 and 1861 censuses for the area in Surrey where they
turned up in 1881 - they may have been there much earlier.
