You would still need to look through the GRO Index of Births.
There is, of course, a possibility of it not having been recorded, but as
the Clerk to the Guardians became the Superintendant Registrar when
registration was introduced, there is a far greater chance of those being
born in a workhouse being registered.
You would need to check under the Mothers maiden name.
