Now, this is just a thought, and there are people who know far more about
this subject than me ..... but ..... a number of charities/orphanages, for
example Dr Barnardo's Homes that insisted the Children who were to be
emigrated moved from the Union, and lived in one of their Homes for 3 months
before travelling to Canada.
One possibility you could look at is that your ancestor was in the Cuckfield
Union (Sussex) and sent to an Orphanage in Painswick prior to emigrating.
Does Marj Kohl's site state anything about this?

Unfortunately, not many of Cuckfield Union records have survived, and no
individual information prior to 1900.
