Hi Maureen,
All the City Unions had "out of town" homes and schools for children in the
care of the Union. I would imagine that the School in Kent was one of these,
but was run by the new Schools Board which operated schools used by several
Unions.
The girls in the school would all have been in care, so their parents were
either dead, unable to care for them, had abandoned them or they had been
removed from their families by the Union authorities.
The Stepney workhouse records may reveal why the children were in the care
of the Union, but a lot of the 19th centruy records for Stepney have not
survived. What there is, can be found at the London Metropolitan Archives.
