Very difficult! Adoption was not formalised until 1927 so no ccentral
records exist before this date. Children taken into the care of the Union
Authorities could be fostered out to families and records of such
arrangements are to be found in the Gauardians of the Poor records at the
appropriate Record Office for the Union concerned.
Many "adoptions" were private matters agreed between the natural parent and
the adopting person, often a relative or friend, but these arrangements are
unrecorded and unregulated.
By 1926, when Edward was 13, the Unions were in their last days and many of
their functions started being handled by local or district councils. You
could contact the record office covering West Bromwich and ask what Social
Services records they hold - you almost certainly won't be allowed access,
but the current social services department will help with requests to trace
kin, but not just for research purposes.
