Hello Andrea and Andrew,
There were 3 Asylums in Birmingham, and at one time all three had the same
administration. The first, as you have stated was at Winson Green
(Birmingham Heath). The second was erected at Rubery in 1881 and called
Rubery Hill. All patients were first admitted to Winson Green, and then many
were transferred out to Rubery, where it was thought the fresh air of the
countryside would assist their treatment.
Plans were prepared for a third Asylum in 1900, and this opened at Hollymoor
in 1905.
Rubery Hill became the 1st Birmingham War Hospital and Hollymoor the 2nd
Birmingham War Hospital in 1915.

The Birmingham City Asylum that became Rubery Hill would fit the scenario
you have presented. Records for all three Asylums are held by Birmingham
Archives at the Central Library.

I feel that I should add that none of the above mentioned former Asylums
remain in existence today. The main block at Winson Green (later All Saints
Hospital) is a Grade II listed building, but was taken over by the Prison
Service to form part of HMP Winson Green. Both Rubery and Hollymoor
Hospitals have been demolished with only a couple of isolated buildings
remaining.
