I do not know anything about Medway Union Workhouse in
particular, but this is my guess:

I think a change to a hospital in 1930 would have been an
evolutionary process. That is, the workhouse would have evolved
into a hospital and the name changed along with changing times
and changing legislation. This would mean that most
residents/patients would have stayed where they were.

After the second world war there was a further evolution of hospitals
away from places that provided residence for sick, elderly, infirm
and disabled people, towards the concept of somewhere reserved
for medical treatment.

I am unsure about the details of the evolution in the first half of the
20th century - Research on individual cases and discussion of it on
this mailing list may help to clarify my ideas - so I hope you get
some more replies!
