Hi Sandra,
Adoption was legally regulated in about 1927, although even after that date
private arrangements could be made. Prior to then it is quite possible that
a private arrangement was made between the birth mother and someone she knew
or was even related to. The entry for the twins being discharged c/o mother
would suggest that she had made arrangements for their care at least while
she was recovering in the workhouse.
