I think this would be Halifax, Nova Scotia. There is a Point Pleasant Park
which looks out onto the entrance to Halifax Habour. This park contains the
remains of many old look-out towers, ammunition batteries and
fortifications. Halifax was the last place Canadian Servicemen stayed
before going off to war.
If it's possible for you to email the photo's I may be able to confirm the
location.
