Subject: [UPP-CAN] Help on passports

I have a relative who moved from Devon England to Ontario in 1854. As soon
as he arrived here he applied for a passport. (Not his wife). In 1854 where
would a British subject need a passport to go to? I'm not sure if at that time
the US would require a passport from a British subject.
Any input appreciated. As I have never found where this guy died it would be
nice to pinpoint some places he was trying to get to.
