Have you had a look at the WWI papers at:
http://www.collectionscanada.ca/02/02010602_e.html

A search turns up a large number of Dow's and I see
many were born in Canada in various locations. The
papers which you can view for free give the sign ups
address as well as their place and date of birth and
their next of kin and their address.

Even if you do not recognize any of them as being from
your line it may help narrow down what area's various
Dow's were living and give you places to start looking
on the Census.
