My understanding is that an individual can claim copyright without being
incorporated, so the county and state coordinators can copyright
material, and volunteers can copyright material.

However, I have to agree with Sandy (Sandy, be sure you copyright that
last book...I mean, message). We agree not to sell or charge a fee for
viewing information contributed by volunteers, and I don't think we
really want the legal liability of protecting those contributions from
thieves.
