I agree with you Phyllis. As I recall the concern was that there were
'other' procedures that might not be called "grievance procedures" which
handle the same type of issue. The thought was to cover the possibility
with 'local grievance process or other process at the state or special
project level'.

I think leaving the 'or' out makes more sense.
