Greta,

In spite of your asinine reply, I will try to clarify my question to my
fellow board members.

The USGenWeb Project has a Tombstone Project and an Archives Project. The
Archives Project includes contributed Cemetery Files. Both Project files
are accessible by county and housed separately on RootsWeb.

File contributors generally select the particular project linked on the
provided USGenWeb, XXGenWeb, or County GenWeb page to submit their files.
They think that the contributed files will remain with the project and will
be on the applicable county page.

Problems occur on several levels. The applicable state page may or may not
link to the project where the files are housed. The cc may change and
remove the link(s) to the contributed file. The Tombstone Project File
Manager and the Archives File Manager may or may not share the contributed
files. Server maintenance may accidentally remove files. Etc.

Regardless, the contributor expects that his/her files will always be
accessible to visitors to the applicable state and county where they were
submitted. And, the submitter should not be required to submit the files to
both projects.

And, what about the submitter who donates a file to either of the projects
and a new cc or sc decides not to link to either?

Finally, this is not conjecture. I have had to deal with this issue for
several years and it arose again yesterday. I have been in contact with
both file managers and now both projects have the same file and both
projects are linked on the county page.

My question remains. Has this situation been addressed previously and what
was the decision?
