It has been suggested that we include more detailed rules in this ruling to
make it easier on the list administrators and any others involved. I don't
have a problem with that. The SEMA regional list has very simple rules -
Guidelines of the list:
1) No profanity
2) No flaming, character attacks, etc.
3) Do NOT forward emails from other lists, or other people unless you have
gotten approval from the list admin. <>
Please treat people with courtesy, like you would want to be treated. I
would like to see the list stay on the topic of issues and not
personalities.

There is no way that we could come up with a comprehensive list that would
cover any imaginable issue that might occur on DISCUSS but some simple
specific rules might help.

Another issue that may help the list administrators of the future in dealing
with the verification of subscribers is to use a response like I use for the
SEMA list and I believe Bettie uses for the SWSC list asking for the name,
URL of website(s)that qualify a person to sub and the email address they
would like to sub with. This does cause some "paperwork" for the
administrator but it can help to sort out any subscription issues that might
come up. It also helps when the "keys" to the list are being transferred
from one person to another.
