Could you point out the posts you are referencing in this statement ? - "It

I can't find any reference that hints at this and have to wonder if I am
missing some of the posts.

I'm not sure what I got out of what you wrote, to tell you the truth.
Whatever, it confused me. :)

It seems to me that I've seen more than one email come over this list
advocating using personal, off list emails as a basis for list penalties.
If that is not what you are proposing, then that's fine.

Perhaps a statement in the guidelines that list admins are not permitted to
penalize people for email exchanges that do not occur on the list would
clear things up.
