Should another AB member be appointed to fill in during that time? (My thought is yes and if the NC is unsubbed, the RAL, or if they are running for a position in the election a second AB member, should fill in)

There should always be an AB member subscribed to the list. I'm okay
with that being the RAL as the norm. If the RAL is in the election, it
should be a member of the board who is not standing for election at the
time. If there is only one volunteer I'm okay with the NC appointing
that person. If there is more than one volunteer from the appropriate
members of the AB I believe there should be a vote of the AB.

On this matter, I think the EC should be our watch dog to make sure the
action is taken in time to allow the appointment to happen when needed.
The new EC rep from the AB should be subscribed BEFORE or simultaneously
with the unsubscribing of the old EC rep.

For example, some AB members have worked with the EC and sent email messages to members on behalf of the EC and/or AB without it being presented to the entire AB first. Since the EC Rep. is representing the entire AB in their position, should correspondence like that be brought to the entire AB first?

If the EC, upon discussing the issue in the presence of the NC and the
EC rep decided there was assistance they needed from the AB, I believe
it should be brought to the entire AB first. That would be done by the
EC rep.

I think the whole AB should be made aware of any eligibility issues
being considered by the EC. It shouldn't be an after the fact sort of
thing like an announcement. That should be one of the identified
responsibilities of the EC rep from the AB, I believe. The board would
then have the option to get more involved.

> The EC periodically sends out messages to the membership (calls for volunteers, announcements at election time, etc.) Traditionally, the NC forwards these messages to the Board list first and then they are distributed to project mailing lists after that initial announcement. Should the EC Rep. participate in that communication at all (ie. make the initial announcement on Board if they are available to do so before the NC is to be sure it is sent in a timely manner)?

I think the traditional way is okay. It would be the responsibility of
the EC rep to the AB to speak up if this wasn't happening.
