1. Absolutely there should always be one member of the AB subbed. If the NC
has to be unsubbed, it should go to a RAL, and if the RAL also had to be
unsubbed, another member of the AB selected.
2. Correspondence like what was referenced is probably going to be on a case
by case basis. I don't see a need to check on the routine content of the
messages (calls for volunteers, calls for information, etc.) - the EC rep
could handle that and use their judgement if something needs to be brought
to the attention of the AB, ie election issues, system problems, voting
issues, etc.

3. I think eligibility issues should be between the EC Rep and the
appropriate SC/CC reps. There's not much others can add that's productive
unless the person in question is involved across vast swatches of the US and
runs through multiple regions.

4. As long as the NC/AB receive the notices pre-everyone else, I don't have
a problem if the NC posts them or the EC rep - in fact, it might be kind of
good to keep them both involved in case of sickness, vacations, etc.
