Based on input since the draft was released, I'm willing to consider
tweaking this section. I've heard everything from "no way can you
expect a volunteer to commit 24 hours every month" to "unneeded - just
say they must be willing to do what it takes"

I believe the group wanted to give some number to help the webmaster
candidates determine if this "job" can fit the amount of time they are
willing and able to give. It's not that we intend to have them punch
the clock and fire them if they don't spend their 24 hours. We want
responsiveness to needed changes, not just hours spent. Perhaps it
would work to have something that says the candidates can expect to
devote from 8 to 24 hours per month handling the required duties. I'd
be interested in any other suggestions on this one.
