Since it is beginning to look like the outgoing Board will not be seating
a replacement for Ken Short before its term ends in four days, I would
like your opinion on how the incoming Board should handle the appointment.
You don't have to be a SW/SC member to answer, but if you are, please let
me know. You can send your thoughts to the list or to me privately and I
will sum them up and present them to the Board.
1. Should the Board direct the EC to conduct an election to choose Ken's
successor? [please note that the bylaws direct the Board to appoint a
sucessor. I can only speak for myself, but I will agree beforehand to
appoint whoever the SW/SC members elect, since it seems pointless to have
the EC go through the process of holding an election if the Board is then
going to turn around and not appoint the elected person]
2. If the Board holds an election, should the candidates include only
the three runners-up from the just completed election, or should the Board
solicit for nominees?
3. If only one person steps forward to be a candidate in an election,
should the Board appoint that person by default or should the Board also
consider other candidates?
4. If the Board does _not_ hold an election for the vacant seat, should
our choice of appointees be limited to the three runners-up in the last
election, or should we also consider any other candidates?
Without discussing this with the EC personally, I imagine that the time
frame for an election might be as follows: after Ken's resignation is
accepted, soliciting for candidates (1 week), setting up the voting booth
and campaigning (1 week), voting (1 week), runoff if necessary (1-2
weeks?), so an election may leave the seat empty for at least a month. Of
course, a straight appointment may take just as long. :)
