I am a different Don, but I will provide input IMHO.
From 1996 to date I have supported maintenance of archives at the national,
state and county levels.
This is not limited to the archives listed.
This is not limited to the projects listed.
At the county level county level data should exist and statewide or unknown
county data kept at the state level, and all that data should also kept at
the federal level as a fully indexed by state and county, central
repository.
And NO FIGHTING about who owns exclusive right to display.public copyright
free records
But one must also consider webspace and server available. This goes to CC
rights to use available resources.
The essence of security is found in losing a national database (forbid the
thought) while having the local ability to restore the lost data.
Example, We lost not all, but lots of GenConnect and surname helper data
didn't we? We were unable to fully restore those losses......no matter what
they otherwise stated.
We COULD suffer that same kind of loss again, only much larger......we are
obligated to each other to protect hard earned data the best we can.....and
broad distribution make it easier for researchers to find.
