Morning Don. I was on the ESC (Election Study Committee) that formulated
the original Standing Election Committee Procedures. The ESC was made up of
a SCs, CCs & AB members.
The intent of the Terms procedures was twofold - 1st to insure that half of
the EC, at all time, would be experienced, while half would be new and
learning. 2nd that no individual(s) would be able to "take over" the EC by
serving multiple concurrent terms.
What none of us on the ESC could foresee was the difficulty of finding good
people willing to serve on the EC for two years or the high turnover of
members. The 1st part of the EC's request would make it easier to keep good
members who are willing to serve and the 2nd part would keep an individual
from "taking over" the EC by limiting the EC Chair or Pub/Sec positions to
2 years.
The only change I would make would be to limit the time any EC member could
serve, without sitting out one year, to 3 years. But the EC knows better
what is needed than any of us outside of the EC.

| knowing why the guidelines were written as they were. If the EC developed
| the guide lines then Ellen should be able to explain the reason for their
| being there. If the AB developed the guidelines, I know they approved
them,
| then perhaps they had a concern they would like to share with us.

| original purpose of those guidelines to be certain they are making a wise
| decision.
