It seems pretty clear cut to me.
If maintaining an official county site is a requirement to be an member of
the USGenWeb, then despite whatever grievances, linking/delinking, whether
it was fair/not fair, etc --- while this person may be qualified to be on
the AB --- they are clearly not eligible to run for the position.
If he wants to challenge the ruling, that's fine. It doesn't change
anything. He's still not eligible.
