I decided to check the 1820 census and found Joseph in Nansemond County.

The listing was as follows:

Males-------1/under 10, 2/10-16,1/26-44
Females-----2/under 10, 1/16-26
Slaves
Males-------1/under 14, 1/15-26,1/26-45, 1/45+
Females-----3/Under 14, 1/14-26
