In the Culpeper census for 1820, I found two names listed.
Ruthey and Mary Smoot. Each is listed as head of household and have a child that would fit with the age of your John.

In checking the 1810 census, I found a Thomas Smoot listed. In the household, there is only one male and one female and they are both 16-25. Hope this helps.
