Can the following William Payne be identified? William Payne

There was another William Payne who on Nov 9, 1778 and 12 August 1782 made
the following deeds,

LOUDOUN CO. VA.

9 Nov. 1778 Margaret Campbell & Mary Hardy [ sisters and coheirs of Edward
Conners, dec'd ]of Fairfax Co. to Jane Campbell [ d/o Margaret ] of Fairfax
co.gift of 800 acres on Cabin Branch of Broad run. wit: Peter Mauzy, Lewis
Pritchet,
Henry Roussau, William Payne, Sandford Payne.

12 Aug. 1782 John Fryer Buckley & wife Mary of Fairfax to William Payne of
Loudoun Co. L/Rof 528 acres between little Rockyrun and Johnnymorerun. wit.
Jer. Hutchison, Cas. Eskridge, Lewis Pritchet, Richard Grey.

Question: Since we know one William Payne b 1724 d July 12, 1782, is the
date 12 Aug 1782 a date of record? Is this same William Payne connected to one
who died 1 month earlier?
